Hip's position is absolute. So if you moved it down 1m in Poser, it would also move down 1m in world. It is a problem that ppl have avatars which have each hip's height, that is, legs' length. It cannot help but remember how much you should teak the hip's height and try to make it again. :(

I'm not quite sure how to move it down in Poser I've tried moving it down with the dial parameters which it does but then when i upload to SL the sit is still above the ground sorry for the questions still learning poser as I go and I appreciate you answering the questions.

First off, make sure that you didn't tweak Body part on Poser. The Hip is the top of heiralchy of the figure in bvh. If you move down the Body on Poser, it wouldn't move in SL at all. You have to tweak the Hip on the heiralchy.
Note if you moved down the Body 0.5m and the Hip 0.5m, you would see 1m down on Poser, but acutally you moved down avatar just 0.5m (Hip's value) in SL.

Otherwise tell me what version of Poser you're using and if you make a brand new scene. Someone made the default scene by old Poser 6 buggy version and saved it and load it to use by the current version. It causes trouble.

And did you patch SR2 for it? Even though if you did, I suspect if you made the scene by the no-patched Poser and load it now.
Make the new scene and try.

Yea I did the patch for it , what I'm not understanding is in the heirachey I find that but I'm not sure what to do next to make the hip shorter you say to move it down but I'm not sure how to do that as far as the steps on moving the hip down as your explaining.

:::Moving its hip down :::
*Other parts moving was omitted.
1. Select Hip.
2. Open Palameter Dials and Parameters tab.
3. Set around -0.35m (-1.15 if you used Feet) on moving down - up dial.
4. Export and save that animation.
5. Upload the animation in SL.
6. Having a look at your animation and if you found its hip higher than where you expected, measure how much you should let it move low down in your mind and remember it. More 0.2m?
7. Back to the Poser and set around -0.55m on moving down -up dial.
8. Repeat from 4.
