I want to animate the arms only - so whatever else they are doing - standing, walking , sitting etc. only the arms are controlled by my animation? Can this be done?

The first frame isn't actually part of the animation. It's used to determine which parts move and which don't. To animate only the arms, move only the arms. Keep the rest of the body still.

I'd just like to say that a lot of the fixes on this forum have been to rotate all the joints by at least a degree. This particular thread is a case where you don't want to rotate all the joints.
