Is there a way to isolate the hips and move them without moving the entire figure? I have been trying to figure this out but am missing something apparently.

Since the hip is the base for the "skeleton" of the figure, it will move the whole body. But if you turn on Inverse Kinematics for the legs, that will make the feet stay in position even if you move the rest of the body.
To activate IK go to menu Figure -> Use Inverse Kinematics and check both legs (you can also make the hands stay in place). If you want to move the legs/arms without distorting the whole figure you have to deactivate it again (for example, you have it activated for the legs, and move the thigh outwards a bit, that will make the figure look bow-legged). I suggest you play around a little with that to figure out how it works.
