How does one make partial poses? I want to make a pose that changes only the arm position, so that the figure will walk with arms held out (but the legs will move normally according to whatever walk anim is being used). I can save a partial pose in Poser, but I think when it exports the bvh file it exports the whole figure.

in poser, you edit the key frame, and uncheck all thejoint parts except the ones you want to play...
remember that your anim will have to have a higer priority that the one it's playing over (or that anim will need to be modified as yours is, but reversed so that it doesn't animate the same joints)

Second Life determins what joints to move based on the differences between your first frame (the reference frame) and the second frame (the actual beginning of the animation).
Any joints you do not change from the first frame- the reference frame- will be ignored by Second Life.

Many thanks. I wish it were possible to change the priority of anims without reimporting them. It would be nice to adjust the priority of one's AO ...
