in Windlight can not change levels (or ranks) even when I'm the owner..also with land permissions in a group, can't delete an item, but can on the original SL version.
Anyone else have this problem?

Yes, the new Windlight viewer is a disaster for Group management. I couldn't change any of the abilities... back to using Windlight for filming only.
