I have a texture in my shop "Coming Soon" it is a simple Animated texture that grows a shrinks a little. In this viewer "first look" animated scaling ping-pong textures will not rez. You have to Right click edit select the edit tab and select the texture in order to make it rez.

I have reported this bug now.
Also found if even one face on a prim is Animated Smooth Scaling that non of the texture will rez.
EDIT": 1.13.3(57520)
Still not working
