Release Notes for Second Life 1.13.2(57270) January 26, 2006 16:40:48
Changes:
Added display that shows intersection of prims with translation plane when building.
Fixes:
* Fixed crash when changing lighting detail.
* Fixed silhouette highlight render bug.

Not for public:
SL-12541 Fix for crash when changing lighting detail.
SL-33619 Fix for silhouette highlight render bug.

LL programmers are always making changes to the program they don't tell us about. Some of these changes would be ones that are intended to change how the program accomplishes a functions without making a visible change to what the user experiences, so not making these public saves them time in not having to discuss matters which of no interest to the overwhelming majority of users. Other not for public release note items would be ones that deal with exploits. Even discussing a fixed exploit might give a bad guy an idea on how to do something similar that hasn't been fixed.

I think they were probably supposed to remove the not for public items.

It's possible that with the open sourcing of SL they are deliberately being more open about some of the issues they would once have chosen not to release, but haven't fully adapted to the more open way of doing things and are still putting items in the not for public category when they really don't mean to.

I think if you root around in the source code for the SL viewer you can find more of these "not for public" parts of release notes.
