i tried to create an another account. and it never asked me "is this your first account" so its not charging the 9.99$ for the additional accounts.

This is a mail I got, when I encountered the same problem, maybe that helps:
Thank you for contacting us. We are sending this email to those who recently reported problems registering a new Second Life account. Unfortunately, due to a systems issue, the avatar name you selected will not be available for use. We are working on the problem, but you may want to try signing up again with another avatar name. The cause of the error has been tracked to a few different areas and the following information may prove helpful when registering again:
Registering with PayPal as the payment type - This is generally the most common issue. Linden Lab has very strict requirements for using PayPal. We can only accept Verified PayPal accounts. For users in most countries, the account must have a bank account as the primary funding source and a credit card as secondary. However, other countries have different requirements. In the UK, verified accounts require a bank account and a Solo/Switch card be provided as the primary and secondary funding sources, but do not regulate which is primary. You can find out the requirements in your area by logging into your PayPal account and click the Unverified link on the Account Overview page. This link brings up a checklist of what you must do to become Verified.
Registration Limits - Linden Lab employs registration limits for perceived location. This generally causes an error message relating to not being able to create any new accounts at the time or location. This security feature usually blocks most office/university networks as people have used up the registration limits for that location. If you find yourself in this situation, we suggest trying to register at home. If that is not successful, please reply to this e-mail.
Unfinished Registration - If the registration for an account is not completed on the first attempt, you will need to start again with a new avatar name. We are currently working on improving the system to allow registrations to be restarted, but that functionality is not available at this time.
Teen Registration - If you are trying to register for Teen Second Life, we require that your parents provide billing information and a secondary email during account creation. You will not be able to join the Teen Second Life without this information, as we require parental permission for registration.
If your registration problem does not fall into any of these categories, please respond to this mail and we will investigate further. We apologize for any inconvenience.

I've been having trouble, too. Lost more than one really great name last week due to the system simply not responding. I've emailed billing with a request to get things taken care of.
