It's been my observation that a sim allows clubs or it does not. Black and white. No in between. Is this true for all sims ? TIA for your time.

All Linden Mainland sims allow clubs by default - since the only zoning for linden land is to conform to PG/Mature guidelines.
Charter/Contract / ISland land - well a lot of this is zoned. So it depends on what the Land owner says you can put there.
Note you dont really "own" any land in SL - you own rights to lease.
But if its linden labs LL guarantees those rights.
If its a private developer, that Developer guarantees those rights - buyer beware.
