Anyone know of any sims where the prims aren't used to produce the illusion of a basically static, somewhat realistic, vaguely normal looking world but are instead continuously rezzing and moving and changing size, shape, object type, twist, cut, and all the parameters that can be changed with llSetPrimitiveParams?

Go to search, Open the Places Tab, and type in "Sandbox" That pertty much fits the description you listed above.  Angel.

I've spent a huge amount of time in the sandboxes, I'd have probably noticed. At the randomly selected Sandbox Island, for example, with my draw distances set to allow seeing the whole sim, there isn't a single prim moving at all. None are changing size, none are twisting or changing cut or hollow. There's nothing even rotating. Nine thousand prims and not one bit of prim motion or morphing. That is pretty typical of the sandboxes. When there is motion, it's usually bullets, or an object being turned physical. Anyone making a large number of prims change continously in a public sim would likely be brought to task for causing the sim to slow down. The sort of thing I'm looking for would need to be on a private island, probably one with no neighbors, or tolerant, compliant, or absent neighbors.

How about 'the future'? That's a pretty oddball place. It doesn't have a lot of morphing prims but there is some moving stuff there.

The Future is a nice place.
It would also be nice if the prims-in-motion sim had scripts making the land rise and fall in earthquake fashion.
