most basic is to upload a texture and put it on a prim

as for the ones that change letters or numbers that is done via scripting and a bit beyond me

If you are talking teh floating text over prims, that's a script inside the prim. You can pick that up nearly anywhere.

I suggest YadNi's Junkyard. Jsut pick up the box of freebie scripts. Unpack it in a folder in your inventory (lota scripts here btw, like a couple hundred) then search yoru inventory for TEXT, and you should find it.

Editing the script is fairly easy to change text and text color. Little playing around and you should get it easily.

If you mean general signs then you want a paint program. It's L$10 to upload, the gimp is an open source free program that has many of the features of Adobe Photoshop, it's not quite in the same league but it's more than adequate for making signs.

Type "message board" into the search of SLX and you'll find a few that you can change on the fly. This is the one we have and it's totally customizable (reduce the prims easily):
