This isn't happening to me but it is happening for my partner. If he tries to copy an item he's made (from bare prims and his own texture) he can't copy it. I can copy it ... no problem at all.
Anyone else?

Perhaps he is trying to copy the copy you took which could be lacking copy perms?

Is he trying to copy while the "Edit linked parts" option is checked? Won't work then.. otherwise, I personally have not had any trouble with this.
