Guests of residents of one of my islands cannot set their home location to their parcels. My tenants "own" their lots; purchased via the normal land buy mechanism. I've walked them through setting the land to group (and even deeding in one case, because there was once a bug where deeding was required for Set Home Location to work), verified that they had their group roles set up correctly by joining their group under an alt that didn't have land rights, and all you get is an error message that says you can't set your home there because you don't own the land and it's not a mainland welcome area.
Is this a bug? If not, what could we be doing wrong?

Check to see if there is a group setting under thier members and roles that allows them to set home on the land, or prevent them to.

Yes, I had the tenant invite my alt, who had no sim ownership rights, into her land group and was personally able to confirm that the land and group settings were correct. Her 'Everyone' group did allow members to set the place as home, but it wouldn't let me do it.

From: Wildefire Walcott even deeding in one case, because there was once a bug where deeding was required for Set Home Location to work Just a note about this "bug". Although some documentation indicated setting land to a group was sufficient to allow Set Home Location, other documentation indicated that it was in fact necessary to deed it. I tested this extensively with my alts, and only deeding worked. Perhaps it was originally a bug, but LL decided to declare it an intentional feature rather than fix it. My personal little rant: Why can't "set home to here" be something a parcel owner allows for everyone using checkboxes in the "About Land" window? I'd love to be able to offer this to people for my public garden, but without forcing them to waste a group membership on it.

It does seem though that even deeding does not help in this case (I have confirmed it with one tenant), and I fear it's because it's an island. Still looking into this one.

It is not because its a private estate. I have many properties on my estates deeded to various groups and have no reported issues of this.
Perhaps it is a new bug and should be reported as such.
You might also want to test with a random person off the street (I'll volunteer if you like) to see if its exclusive to your alt or if others invited can set home.

It should work, IF the land in question is actually *deeded*, and not just set to the group, and IF the person trying to set home is a member of that group and within the group is assigned to at least one role that has the "Set home to here" permission checked. If it does not work as specified above, mainland or private island, then report it as a bug.

Deeding will fix the problem. Try confirming it again.

And (I think) they have to have the group ACTIVE at the time they try to set home location.

Still looking into this one. Actually I remember something similar happens to my tenant a while back, and I resolved it by: 1. Asked my tenant to invite me to his/her group and put me as an officer (allow deed land ) 2. I reclaimed his/her land. (Let them know before hand you are going to reclaim the land and make sure auto return of object is OFF) 3. Since I am already one of their group's officer, I deed the land to the group. 4. After that I leave the group and everything works properly after that. Give it a try... I dont know why it works for me but not my tenant by it did fix the problem.
