Near my home I spotted two avatars in the air. One was stationary and the other was bouncing up and down by about 50 metres endlessly - this went on for an hour or two - I checked back once or twice out of curiosity. I logged in again later and they were still there.
They both belonged to the group that owns the land they were above.
My first thought was they might be 'ghosted' and trapped. But they were both listed as online in their profiles. I IM'd one of them but got no answer.

If you fly above a restricted area and then turn off flying, how far up and down do you bounce?

There's at least one hover animation that bounces up and down, but the distance is more like 2 to 3 meters and not 50. The bounce for hitting a banned lot is also about 3m or so. 50m might be testing some kind of auto-orbiting script.

They sound like bots to me. I haven't measured the bounce elevation but the jump command in the OpenMetaverse TestClient causes the bot to continuously jump. I think that most bots are based on the TestClient programme.
