Sim is full of them. This is what happens when Live Help is gone, and support emails go unaswered. Ghosts everywhere and those people are unable to log back in.
Bah.

Seems to happen after every update. Try IMing a few of them and see if that tells the grid to get rid of.. I mean, log 'em off. Doubt it will work though. Only thing you can do is send an email asking for a region restart. Good luck on that too!

If they're on private land, ask if the land owner can't just force tp all the ghosts home (llTeleportAgentHome) which will cause them to log off in 1-5 minutes (the avie actually does tp for a short while until the other sim seems to realize they're not really there).
For yourself, log off on a parcel where someone you know has land access (on a sim that isn't your set as your home) and if you're ghosted, ask a friend (or sim owner in the case of a private sim) to trigger a tp home for you, or use an alt to do it.

We had a little clump of 3 ghosts -- all logged out in the same region at about the same time. (By ghosts, I assume you meant AVs who are should have gone offline but instead are in "infinite logout" mode?) We finally got SL to log them out completely by having another AV invite each of them to be friend.
Sending them an IM used to work but appears not to any more (regardless of what IP address the IM is originated from).

Im'ing did no good. I finally started ejecting them, and that did work. I'm not sure why, but it did.
The sim finally crashed and fixed the problem. There had been several who emailed LL, to no avail, and they sat there for hours.
