For about the last week about half the avatars in the Welcome Area are grey. In addition everyone tells me Im grey. I look ok to me! lol I've cleared my cache. Any suggestions?

This is mostly a networking issue, since what's happening is the texture for your avatar is simply not loading properly. About all you can do to force a load of the textures is to clear your cache, or to go into Appearance mode until the texture rezzes (though sometimes it will appear in Appearance mode and disappear again when you drop out of that mode). Honestly, clearing your cache is the best bet--short of leaving a heavily trafficked area like a Welcome center, that is.

Would this be an issue with the SL network, or my local Comcast network? I've been around for quite sometime and have never had such problems.

Hard to say... you'd need to run a trace route (or ping) to the Second Life server you're on to eliminate your comcast connection. You can download a really easy to use client, and learn more about how trace route and ping work at:
http://www.internettrafficreport.com/ Right now, for me, the problem is between me and LL, so I'm guessing you might find the same. That said, if there are network problems on the west coast, that can affect LL too. How you would trace route or ping from SL server to SL server I haven't a clue. (Assuming it's even possible.) It's a sim problem

It appears to be a problem of the sim cache, not the client cache. We used to get missing textures which was always a good indication that the sim cache being problematic, now it's grey avatars. On one of our busy sims I've found that restarting the sim always clears this problem allowing everyone to rez properly.
