I see that I have to submit something on SL.com, but then what happens after that? Does my friend get it in SL? Or do I get it and then I am able to give it to them at a specific time? Any advice would be greatly appreciated.

Your friend gets an e-mail, which they respond to by clicking a link to accept or refuse your proposal. I believe they have 48 hours to respond... Once they do, you get an e-mail back, either way. If they accept, both your profiles get updated within minutes of them accepting.

i found out (almost after a year trying to figure it out) if you go to the community page on the website on the left hand side in the menu about half way down is a link partner (for some reason i was looking only ingame heh) click that then fill in the form and then they will get an email and they go to the link in the email and fill in the accept and then they are "married" or partnered whatever you want to call it

Pop the question via the website, and then ask them in-world. Have them check their e-mail to reply to you.
