Recently I have noticed (not since the new update, I am certain I was seeing this late last week), whenever i select a prim that does not belong to me, every tab is fully greyed-out, so I cannot even see the basic info, such as Creator and owner, and permissions etc.

I then did some experimentation with a friend's help. We have both given each other modify rights, and when we rezzed cubes on the ground both of us could only see greyed-out tabs when we selected each other's prim for Edit!

After a lot of other tests, inclusing setting various levels of permissions, we accidently stumbled on the solution:

If you right-clcik the prim, choose Edit from the Pie Menu, and while the Edit window is open clcik the prim again, the info is back!!

How long has this been going on? Is this a new 'feature'?

You have "select only my objects" enabled.

I find I have the problem even when I don't have "select only my objects" enabled. It usually takes a couple of clicks before the information shows up. It's been a constant "feature" of my SL.

Two different issues, same symptom.

Database latency - controls on the edit floater are not populating because the database query is taking forever. Click away, click back, and usually you'll see the data...

"Select only my objects" - Most likely cause for the OP, if it's 100% consistent behavior.
