Is there a way to delete an account immediately rather than LL holding onto it for you in case you decide to return? It is an alt account and I'm certain she will not be needed again.

You can delete it. Once you punch the Delete button, you have (I think) up to 30 days to change your mind.

You could always show up at an infohub and publicly declare yourself RL under-age. That's pretty instantaneous.
