Voice, why transmissions all the time

I've been listening to many little groups of people useing voice and in each group allways at least one with green transmission waves going all the time. Now these people are not bad guys like were on CB just doing it to cause trouble. They are genuinely not knowing it cuts out other people for me to hear, at the best causes bad background noise when I can hear others. IMs to them results in the response they are unaware and have Voice set up right and they working it right.
Is the problem with me?
Or have Linden got bugs in thier Voice sytem?
Yes I mute them but of course ruins a group chat.

Maybe they are just heavy breathers with sensitive microphones.

I notice this a lot actually, esp when I am running a desk fan. I can't hear anything but the green waves are still going.

Maybe it's just me being a heavy breather ... damn, giving away TMI!!

Bugs in the Voice system. Mine switches itself on and off at random. The other day, a store full of people got to hear how my niece's day at pre-school was. Other times when I want to talk, I can't get it to work for the life of me.
