Some of unpaid users i know get free lindes from LL, is it possible? seems like getting 200 or 300 lindens free.

Yes, it is possible.
Unpaid verified accounts used to get a weekly stipend of 50 lindens a week, provided they logged in at least once during that week. A long time ago, they ended this stipened, except that accounts registered before that date got grandfathered in.
That reminds me... I need to log in my 100 grandfathered alts later today...

I also thought that if you provided your payment details after you registered a free account you got the $250L fee? If not i shall have to cancel my account and register again giving my details at sign up |
