Before I go the "bug report" route, I'd like to know if anyone else is experiencing this problem. If not, I'll see if it's something with my PC.
Log in > Upload image > Crash >restart client > clear cache > Quit > Attempt log-in > Get message that the region is currently restarting > Wait > Log in successfully > Attempt again to upload image > Crash > Rinse/repeat

Perhaps that was implemented as a feature, meant to keep the database load down. No new uploads = healthier asset server.
/Edit: you could make money that way, you know that? Offer your services to everyone living close to a camping chair-heavy club. "Sim laggy as hell? I can restart it for you!"
Sorry, but humor is currently the only way to deal with SL, it seems.

Try emptying your temp folder; SL ever so often writes stuff to it, if you don't have enough disk space it will crash.
Start -> Run
%temp%
An explorer window will open with a path like "C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp"
Select All
Delete (there may be some files that are locked, just delete all others, including folders)
Empty Recycle Bin
