currently I have sold some Linden Dollars and are having them processed through to paypal, if I downgrade or cancel my account before these actions are finished, will they still credit my paypal acount with the money?

I don't know what happens when you cancel your account, but downgrading will certainly not affect the money transaction. You don't need a premium account in order to sell L$ and receive money, you only need a verified basic account.
