I was hoping to get some idea of what kind of behaviors would prompt abuse reports that would make proper use of the "parcel" category.

It just refers to the plot that the abuse happened in... I think its mostly relevant in relation to owner, i.e. its a little more 'authoratative' in harassment or 'cs' violations if it happens to you on your parcel since you have an absolute right to say what you do and do not want to see there. I.e. if its in a mature sim but you don want to see 'mature' parts, someone harassing you with one there on your own land is clearly violating your right as a landowner...
If its in a 'sex club' you are jus visiting and that type of behavior/attachment etc are supported *by* the land owner, its a little harder to claim harassment there, since you could just leave, since yo would be 'disagreeing' with the plot owner how the land should be used, and in that kind of disagreement, its the plot owner that tends to get the final say

I believe it is for object encroahment abuse, for example someone builds their house on YOUR property but the root prim is on THEIR property, not much you can do but report abuse if you can't delete the thing.
