Probably this was posted somewhere before, but I didn't find it. So what the heck.  Did you ever type = instead of ? Or ±' and +' instead of : ) and ; ) It could occur at any given time. Took me ages to find out how to solve this. Mostly I logged out and in or even restarted my pc. Very annoying. Now it seems it's just an old Windows-trick. Just hit ctrl-shift simultaneously and your keyboard settings are right again. It's not SL-related, though SL can trigger the effect. Don't flame me for posting this old news. I myself was too dumb, not figuring it out earlier.

WOW!!!! I have been suffering from this for THREE MONTHS!!!! It hasn't been happening to me lately, so I cannot verify your fix, but it was so damned frustrating that every time I would describe the problem to someone they had never heard of it.
My character substitutions were very different than the ones you report, and I became pretty adept at switching in mid-stream to type the correct ones (I finally found where the characters I wanted got moved to). I still cannot see ANY movement generated using llTargetOmega(), so I thought my system was just borked.

You can also trigger the effect yourself by pressing ctrl-shift. And then pressing ctrl-shift again of course to change it back.

Worked for me today. As I said before, for whatever the heck reason the problem has been appearing less lately, but it happened today, so I pressed CTRL-SHIFT and it just went away.
One time does not prove it works reliably, but I am encouraged nevertheless.
