Estate controls?

Hello, I rent a sim from someone and someone else rents a sim from the same person. They are apparently in the same estate. (Private sims, not mainland)

These are homestead sims, so under the same main sim.

We have an issue with one of us wanting one set of controls, such as wanting everyone to be payment verified, and the other person not wanting that because some of us use alts.

How do we set the controls so one sim has one set of controls and the other another? If one of us sets "allow public access" then that sets it for the other, and they don't want that. However, if they turn it off on their controls, it turns it off for both sims.

How do we fix this and stop playing tug of war?

The estate owner needs to file a "change estates" support ticket and assign each sim its own estate.
