I understand I can set a give a prim bonus to an entire island, but is there a way to increase prims to a particular parcel and not the others?

Not by direct adjustment, but what you can do is this. You can 'prim farm' other parcels in other areas, such that within one sim the other land's primcount goes toward the first. Then you'll need a covenant that says: hey, don't build in the prim farm areas. So nothing automatic like that, no, but you can kind of pull off the needed effect anyway in most cases. Trick is to realise all sims are capped at 15k prim. And with textures or scripts, you really should't be over about 10k prims of 'typical' use and expect good sim performance, without exploring texture and script reduction techniques.

The only way you can do it is with the same trick you do on mainland, have some spare space on another plot. Lots of underwater land on an island unless you'e raised the lot and you still haven't sent me a LM to your island
