I didn't see this in the content creation section of the forum, so i'm asking here.
I want to upload a .wav to use on my land, but it doesn't work. Can someone tell me the perimeters surrounding this endeavor.

Do you mean through the parcel's media settings? If so, you need to store it on a separate server (MP3 would be a better format) and put the URL in the field on parcel's settings dialogue.
If you're after spatialised sound you need to have an object play the sound using a script.

How do I upload images or sounds?
Second Life allows you to upload your own images, sounds, and animations to help you make your creations and expression in Second Life all your own.
To upload images, open the File menu and select Upload Image. Currently, valid images are any BMP, JPG, or TGA file that is at least full-color (24-bit). TGA files can also be saved as 32-bit files, which enables use of an alpha channel (a form of transparency). Image files can NOT be saved as 8-bit, 16-bit, or palletized color. The maximum resolution for uploaded textures is 1024x1024. If you upload an image that is a higher resolution than this, it will be decoded at 1024x1024 resolution.
To upload sounds, open the File menu and select Upload Sound. Valid sounds are any .WAV file in standard PCM format, 16-bit/44.1kHz/mono or stereo (which will be converted to mono anyway), less than 10 seconds in length. (9.99 seconds is fine, but 10.0 will fail toupload.) Sounds cannot be saved as 8-bit, 22.05 kHz, or any other frequency. Sounds in other formats can be converted in most sound programs. An example of a free quality converter is r8brain. There is currently no support for compression formats such as MP3.
To upload animations, open the File menu and select Upload Animation. Valid animations are any .BVH file usable in Poser 2 or newer. Recommended settings are 10 frames per second.
To upload more than one file at a time, open the File menu and select Bulk Upload. In the Open dialog, select all the files you wish to upload. You can upload files of different valid formats at the same time.
Uploading files to Second Life costs L$10 (ten Linden Dollars) per file. The per-file cost is deducted from your inworld balance regardless of whether you upload the files one at a time or use Bulk Upload. (The purpose of Bulk Upload is to expedite the upload process, not to save L$.)

A wav sound needs to have the following settings  1. 44100 Hz/16 bit/Stereo 2. PCM WAV format only (ACM/ADPCM will not work) 3. Sound must be equal to or less than 9.99 seconds in length.
