do a search for ==> Arbor Project <== there is information and they have some tools you can use.
If its your land you can return the items and set to no build.
if its overlaping your land, you should ask nice if they will move/remove it, if all else fails then, an Abuse Report would be in order.

I've been wondering this - for a long time there has been a slow rotating giant prim ad that clips the corner of my land up in the sky. As it's out of my way I haven't bothered too much about it. My home used to be quite laggy and I always assumed it was because of the camp chairs at the casino across the road from me. But now the casino is gone but the lag persists and I assume it's the rotating ad that causes it. I could ask the prim owner to reduce its size but if he still has it rotating, which he has every right to do, it would probably still cause lag - it was there before I bought the land, after all.

Wouldn\'t setting the no-object-entry option stop the prim entering the plot?

From: Talwyn Mills Wouldn\'t setting the no-object-entry option stop the prim entering the plot? Not necessarily. As long as the center of the rotating prim stays on the other property, then "technically" theres nothing done wrong...(the center of the prim dictates where its actual position is) However It still is extremely rude to have a prim "invade" someone elses property. I just confronted a neighbor of mine that had some of his prims hanging into my land. He removed them after I pointed them out to him. (haha...he maintains that he didn't do it..although he was listed as the owner )

(haha...he maintains that he didn't do it..although he was listed as the owner ) It is possible for someone to set object permissions or friend permissions so that people other than the owner can move them. So just give him the benefit of the doubt, and be glad he removed them without hassle.

i dont think a spinnin object will cause much lag Also, some of the laggiest scripts aren't always obvious to you. If I understand correctly, anything with listeners, timers, or scanners are the worst offenders. And listeners are usually only bad if they listen for anyone on the open chat channel. So somebody might have a security system or even something as simple as a hot tub that would cause more lag than the big spinning ad. Which is not to say that the big spinning ad is not annoying.
