I've always been able to res my fliers and other objects in the Waterhead area. (It's my original home- I have never owned land.)
About 2 hours ago I tried to res my Cayuse helicopter in the parking area, and got the "you can't do that" message. Seems NOWHERE in Waterhead can I res stuff!
Have I been sleeping too long? Or is this maybe a short-lived "event"?

Maybe the landowners switched off the right to create objects. Many landowners did so (I did as well).

He means the Waterhead welcome center, owned by governor Linden.

The welcome center itself has always been no rez, but the traffic circle in front of it, and the adjacent parking lot have always be rezzable land so new players could rez their vehicles and drive out onto the adjacent road (roads being no rez, this gave them a place to rez).

It's possible that Linden turned off rez, but i think that it's more likely just due to yesterday's post-update asset server problems.
