So I was at a sandbox the other day and elevated myself to like 800m on a makeshift editing board I made, and when I rezzed a prim, I couldn't move it up! Turns out I can't move anything up past 768m, right?
I'm wondering, though, if we can get avs to surpass that, why can't we get prims? Couldn't we script prims and move them around?

Non-physical scripts won't help because, just like in the editor, a prim's position can't be set higher than 768m. Physical vehicles can go higher because they aren't setting the prim position directly, just responding to forces. You can actually rez prims in a stack above 768, but it's not possible to edit anything that's placed up there. The limit isn't entirely arbitrary because floating point rounding errors start to get aggravating with larger numbers (imprecise collision envelopes, prim drift, etc.).
