Ok so just so i'm clear once you buy a peice of land for sale in-game (Not a sim) Do you have to pay a monthly US$ fee?

Yes unless for some reason a private island owner decides to sell you a piece of land tier free. If you're buying mainland you need to be a premium member. You can own 512M and not have to pay a monthly US$ fee for that, but you will have to pay your premium membership fee so it's not really free. |

I dont know anyone that gets land without having to purchase, unless they rent. I would like to know that too.
