It's the letter K, as in, hypoKrisy. Online gambling is illegal in many places (U.S. included). If you continue to run a casino, at least put up signs everywhere explaining that the casino is for entertainment purposes only and that persons playing the games should consider their money to be payment to you for providing them the illusion of being in a real casino.

Think of it a bit like these other rules:
PG land rules. Go to places search(assuming its working), turn off "include parcels with mature content", and search the word "porn", now I myself would have thought the various porm cinemas there just *maybe* might have mature content, what do you think?
Event posting rules. Remember that one lol, a while ago now Linden did a crack down on the "Events" that were infact just shop ads, "yard sales" that were infact just shops and had about 5 or more hostless "events" per day posted on the callender, anyway they grew bored of that after about a week and now you would be hard pushed to find an event there which does obey the rules.
I should think the one you are talking about is like these others, to police it would take effort, hence its not done, so you can either play straight and lose out to those who dont, or you can throw the dice and hope you are not the scapegoat when the next TV station decides to make another rather unflattering expose'
