Ever complained about something and LL answered they won't get involved, or never answered? list it here.
My #1 is: Neighbour put up a wall to block the view for any reason.
LL explanation runs something like this: LL will not get involved in neighbour's personal disputes.
It's not a dispute, it's harassment.
To anyone out there in the same situation: save your energy. If your neighbour is a retarded jackass and puts up a wall for whatever reason when you have not provoked him in any way, then you are stuck with it. There are no recourse, nobody will help.
The only solution is to live on an island. Buy your own sim.

I don't think a wall on their side is "harassment", more like a bit inconsiderate. Maybe you have something on your side they don't consider a good view. Could you ask them to turn your side of the wall to full alpha so it's an invisible wall for you while being the wall he wants for him? I can make you a script that toggles through the sides of a prim on touch, turning one of them alpha at a time, which he can use to do that, if he cannot do it himself. Contribution to the thread itself... mm. I've actually received a good answer the only time I've asked a Linden for help... (I'm new.) From hearsay, what I think is really annoying is the sometimes long delays in answering billing questions via email. That's a real business matter that should have priority.

I will contribute a really basic one as well as one that has been happening in droves lately... 1) Someone copied my stuff! Linden response is to "take it to RL" with a DCMA filing (which is generally going to be useless) 2) Someone is laying out spam/scam objects in public areas! (note that this is 100% illegal in RL). Linden response is generally not to respond at all. (LL would really like to pretend that this kind of thing is not happening on the large scale it is lately) Owners of said objects will only ever get a warning and a finger wag (if they get contacted at all) It's also very very rare to see a Linden in a sandbox lately (guess why) but even if they did, here are three sandbox griefings that Lindens won't even bother to show up for. (3b they won't do anything about, ever) 3a) Someone is shooting weapons in a non-weapons sandbox. 3b) Someone has slowed the sandbox to a crawl with a lot of physical objects for a laugh. 3c) Someone is selling items in a sandbox.

Wouldn't it be easier to pass him a transparent texture and have him texture one side of the wall woth it? No scripts to add to server load that way. I have one if anyone is in need. As for the wall, it's usually not harrassment. Usually.... I won't say always. Is usually just thoughtlessness or part of something the neighbor wanted to do. On land without covenants, there's nothing to be done about that.
