I'm thinking about buying a small piece of land, most of what i looked at in my price range are surrounded by tall buildings, ugly buildings or clubs. My question is, do i have to build on the land or can i build a skybox above it? and how high can i go?

thanks You buy and own the complete column of air space above a plot of land. Most skyboxes are placed at a height of 600 - 700 meters, which is higher than an avatar can fly (without scripted gimmicks) and also high enough to move any building on the ground out of sight. You can also build above 700 meters, but at some point the sim servers get a bit confused and might return some prims, as far as I know.

You can put it just above the cloud layer too at around 400 meters. You need to find something called a "flight assist" or flight feather if you are going to be a skybox person.

Best bet is to get your flight assist attachment, fly up above the cloud layer, and stop every 50m or so between 250 and 750, looking for a relatively clear patch of sky. If it's an older sim, you'll be astonished by the amount of "space junk" blighting the atmosphere up there.
You can only practically build up to 768m; above that, prims can't be edited--they just fall back to 768 when a higher elevation is set). Prims can exist much higher by stacking or physically flying them, but it's not a practical living space because scripted rezzing and editing won't work.
Also, be aware that some parcel access controls only reach up to about the cloud layer (but they only serve to p*-off your neighbors anyway).

i rent out 6133SqMeter Square Land with price and prims of a 1024 Thats a 4096 with a 2048 next to it, to give you idea of size 64 Meters by 96 Meters (allmost a square) if you want small price and the amount of prims that come with it, BUT also want a HUGE yard with no one else around what i have might be perfect for you  IM or PM on forums  It's on Mature Mainland, so you can do whatever you want. just 1)stay in your area 2)dont go over prim limit
