Not for lack of trying, I'm unable to locate information regarding Concierge Services and how much land one is required to own to make use of them.
Is it a full sim/island, more than half a region? Saw this information previously, somewhere, but just cannot track it down again.
Any help appreciated!

Any help appreciated! Here's the definition of a Concierge user from the Land Store FAQ. So it looks like even half a sim counts: What is a concierge user?
A concierge user is considered a user who pays over USD $125 of land maintainance fees per month. For example, a user owning exactly one region is a concierge user because the monthly maintainance fee he pays is USD $295So, it's based on tier. You could own a half-sim's worth of land spread across a number of different sims, and you'd still be concierge.

It does say over USD $125 of land maintenance fees per month, so I'm not sure if a half-sim counts.
Is it actually based on tier? I've been paying for more than a sims-worth for several months now, without always owning that much land.

Thanks! So it basically kicks in as soon as you start paying $195 or more for whatever land.
