I don't think it is available for download yet. From what I have heard, you had to sign up or email LL if you wanted to participate in the first phase of testing. I would like to test it also, but forgot to email them.

It's currently a closed beta test. You can't access it yet.

I sent my email in but still did not get a response, and I know that’s true for others that did as well. I’m relatively new so that may have played a part. I hope that the voice beta grid opens up to more volunteers soon because many of us are looking forward to testing this feature.

They hand-picked a small number of people for the initial testing, from those who very rapidly sent in requests to join the Beta right after it was announced. Any recent requests have been completely ignored, no matter how ner or experienced you are.
The majority of us will need to wait another week or two, at best, before we can see it for ourselves. The second Beta will be more open, but they have not yet announced when that will start.
