Avatar Neck Bloat?

have we been suffering this for a while and i've not noticed? sometimes when i login, my avatar's neck is bloated at the base. i realise animations/poses can distort the mesh, but it's not related to that. when it happens, it affects all my poses, and a relog fixes it.

it just happens a LOT lately and the amount of relogs i'm having to do is getting beyond a joke.
