Definition of parcel abuse?

In the list of violatioin types you can file abuse report on someone for, there's an item called 'Parcel'. It's not clear what this means, I can't find it in the knowledgebase, and there are no examples of it in the police blotter to refer to.

What is reportable under this type of violation?

I tried searching for where I read it to post a more clarifying answer, but I could not find the original blog posting.

I recall reading that the "Parcel" abuse report is for the times that your sim is full and you happen to finally get in and see 39 zombies sitting in on the single 512 parcel with (demon of your choice) machines in it.

Add screenshots of the zombies to any parcels you report on this.

Sounds like a narrow definition. Wouldn't it be the fault of the sim owner who allowed these things in the number that would choke traffic?

Yeah, but you can't report Linden Labs as the culprit on mainland parcels.

I think it's mostly used in cases of "parcel encroachment" when a neighbor purposely build something from his/her land into yours,which you can't return without intervention and if they refuse to comply at your removal request,you may fill an AR under "Parcel Abuse".
