i am a member of a group. not an officer. not the owner. this group does not own land. there is no tier donated to this group.
the owner wants to leave. i have volunteered to become the new owner.
does anyone know if can this transfer of ownership be done? if so, how?

Just have the existing owner set you to be an Owner - IIRC, it's in the Roles part of the group popup. Have him click on your name then check the Owner box.
