hi my rl friend has bought a island and he apointed me as the estate manager but after a while i realised that i cannot give disciplenary actions " kick,ban"etc . Can my friend give me those powers or is it just reserved for the actual land owner ??

If it's a mainland sim, then it is managed in the same way a single parcel is managed, with the tools found in About Land.
On a private island, your friend will have a set of tools - on the world menu, select Region/Estate. Under the estate tab, there is a place to add a list of "Estate Managers".. that's where he would add you.

Kick/ban/freeze in the pie menu is a parcel-level power. He will have to add you to the group that owns the parcel(s) for you to have that ability, and then it's a power specified in the group role(s) that you are assigned to.
Yes, that means if there are 20 different parcels owned by 20 different groups or individuals, this is a real pain.
On a private island sim, which is the only place ANYONE can be assigned "Estate Manager" abilities, there is an estate control that allows you to ban individuals sim-wide, which also kicks them out of the sim. An estate manager has the ability to use this, just like the sim owner.
