Group notices not being received offline from one group

I know the first question will be, do you have "receive notices" checked (yes One of my groups, we send out one notice every couple of days that our DJ will be on. It seems nobody (1,069 members) in the group that is offline is receiving the notice when they log on. Yet, they (and me too) are receiving other groups offline notices.

I have not changed any settings in the group notice that I am aware of, but this seemed to start since the last update (for me anyways). I did take 12 friends that are in the group and asked them to pay attention for offline group notice and sent one when they were off. None of them received it when they logged on and only people online got it.

Am I missing something in the settings that might of inadvertantly got changed? I am still receiving other group notices from other places offline.

I sent a bug report a few days ago, but last nights group notice was not recieved by offline members.
