Considering that between Coco's Cottages and Stratics, we own about 40k sq m of Rosieri, we too would love to switch the region to "PG" if we were able to.
In fact, looking at the other places in Rosieri - a house, and a football museum making up the remainder of the available land (there's a lot of Linden road in Rosieri) I can only see one small plot that isn't "PG" ... and, knowing the owner personally, they would probably be happy to move if that was the only hurdle - but I don't think LL do these things on the mainland, which is a shame really.

Broccoli Well, you know, there are bukakke orgy houses crying out for mature land to set up on, I don't think it's fair of you to buy up a mature sim then get it forced over to PG!
