For anyone else who might want to do this:
 1. In Creating a Second Account with Funds On Balance I ask how to do what the title says. Jeska Linden replies, and suggests that I look at the Support page and e-mail Billing, which --in all fairness-- she did not know I had already done at the suggestion of someone I had spoken to in-world.
 2. In Jeska, I already did that, I inform Jeska that I had already done what she suggested, that the Support page was unhelpful, and that Billing had not yet replied. Robin Linden replies, and appears to say [if I understood her correctly] that it is not currently possible --that it is necessary to withdraw the balance before applying it to the new account. She also asks me if I think that Linden Lab should offer the ability to do this as per my original request.
 3. In Yes, Robin, please allow this, I inform Robin that I do think that Linden Lab should consider offering this feature. As yet, I have no reply [nor is one needed, at this point].
I have now heard back from Billing:
From: Natria Linden
Hello,

You may do exactly what you are asking about from here:
https://secondlife.com/account/gift.php
(be sure the New Resident button is clicked).

Please bear in mind however, that you will need to enter payment
information during the registration process of the new account in order to use the gift certificate.

Please reply should you have any further questions or concerns regarding this matter.

Regards,

Natria Linden
Following this link, I discover not only that it indeed is possible, it is also possible for any resident to gift premium status, in three- and twelve-month increments, to any other resident, all from funds on balance with Second Life.

My original requests ["Is this possible? If so, exactly how?"] has been satisfied, not only in the affirmative, but nearly to the letter. A big Thank You to all involved.:) Jeska was effecient, and Robin was friendly, but nobody can know everything, and they did give me the best advice that they had. Natria, apparently one of the billing specialists, would be expected to know more about this than them. ::hugs::
