What is the best way of letting another account have control over a region I own?
Ideally they would be able to do anything I can do with the sim (except sell it) although I would think there would be some things they couldn't do...

If it is a private sim, setting them as an Estate Mansger in the Estare Tools is the best way. That gives them almost full control, as you're asking about.
If it's mainland, that isn't an option. The best you can do is to deed the whole region to a group that you own and control, and set up an officer role in that group with almost all the permissions checked.
If the region is mainland and parceled into multiple parcels, sold to others, you can't.
