I asked island owners and they say 15000 is the prim allotment, I thought there was a bonus prim tacked on top? Or am I thinking of a bonus number of avatars in the sim are allowed?

prim bonus is basicly taking prims away from 1 plot and giving it to another plot
say 1024 plot 1 can hold 134 prims 1024 plot 2 334 prims after bonus change
any region in sl can only hold 15000 prims, no matter what island can hold 100 ppl max unlike 40 on mainland sims

Correct.
To create a sim with double prim lots, one has to leave open at least 50% of the sim, more if you want to dot that 50% with trees and other 'infrastructure'. Then you can cut the remaining area into lots. The entire region shows the bonus, so all that glorious open land *looks* like it has thousands and thousands of available prims, but really doesn't (note: this means you cannot set the bonus on a parcel by parcel basis, normally the next question in line).
I literally use a spreadsheet to make certain I don't go over on infrastructure prims and keep enough free so that every resident can use every prim promised to them.

There's an option in the estate tools to increase the prim count but you only have 15000 prims per island. However say if you have a lot of land under water, you'll be able to offer bonus prims quite easily.

When you look at about land, it shows "simulator primitive usage", and "prims parcel supports".
Sim prim usage is the total number of prims of all the parcels you own on that sim.
Prims parcel supports is the number of prims that paticular parcel (that you're viewing about land on) is contributing to your total number of prims (sim prim usage).
Say you own 2 512's in the same sim...
each 512 supports 117 prims (prim parcel supports) for a total of 234 total prims in that sim (sim prim usage).
you can use all 234 prims on either lot...
