Download the firstlook viewer.
Check if your video card meets the system requirements or minimum requirements (Mine is a GeForce4; even though I have a decent processor and 2GB of ram, I seriously need to upgrade the card).
press control-p to bring up preferences, and tweak graphics settings
Check to see if you have any resource hogs running. I disable windowsblinds before I run SL.
Run in a different resolution.

Are you willing to spend money to improve your SL experience?
I was, and my comptuer was pretty outdated anyway, so I bit the bullet and just got a new one rather than try upgrading piece by piece. Without knowing your current specs, it's impossible to advise you on whether to upgrade this or that component or just start over.
Keeping that in mind, the best boost to performance is going to be a good graphics card and up to 2gb of memory. 512 is marginal, 1gb is playable, but 2gb is ideal.
And don't underestimate the effect of routine maintenance -- degrag your hard drive often, clear you cache, keep your inventory lean, don't max out on prim attachments to your avatar.
