As far as I know, if the owner's name still appears in search, it isn't abandoned. They might not have logged in for quite awhile, but if they still appear in search, their account is valid and the land isn't abandoned.

Even if there name does not appear, it may not be abandon land. I really don't think there is a true way to tell if land has been abandon or not. I think if someone doesn't have the tier for land then a reclaiming process starts. I think it will revert back to Governor Linden land if the process is completed.
