I used to love to go there because the shops are fun and it's so whimsical. Now it says I'm not allowed. Did they go private or group? Can I get in?

It is indeed sad. Many nice sims have quietly passed into extinction. People can't make sim payments, aren't earning enough to cover expenses, and end up being forced to sell or default.
I liked Taco, and used to shop at Dwellget there, frequently. I was very sad when I heard form a friend, who knew the owner of Taco, that the sim was definitely gone forever.

If you liked Taco, you might try Serenity Woods. They have a good store and lots of nice furry folk live there.
