Feature Voting Tool down for Maintenance

The feature voting tool will be taken down for maintenance this afternoon. It should be back up around 5PM PT.

The update includes:

- better filtering and sorting of proposals
- revision to status designations (added a status level)
- auto-email to proposal supporters (voters) if the proposal status changes
- improved instructions for use
